Small Water Systems

SRT offers full-service support for water systems with fewer than 200 connections. We are acutely aware of the unique challenges that face small systems in California – including system reliability, regulatory compliance, and limited in-house technical capacity – and our engineers have an established reputation in successfully responding to these challenges.

Our team has extensive experience supporting rural systems, disadvantaged communities (DACs), parks, camps, and mutual water companies in conducting feasibility studies, planning & designing critical water infrastructure projects, and working with funding and regulatory agencies to successfully implement projects. For the last decade, the SRT has worked on numerous projects funded through state grant programs, including the Safe and Affordable Funding for Equity and Resilience (SAFER) Program, working as both a full scope Administrator and Technical Assistance provider.

Our services include:

  • Feasibility studies, including consolidation, treatment, source water alternatives
  • Technical, managerial, and financial capacity support, including, but not limited to, developing: emergency response plans, conservation plans, policy manuals, training manuals, and Capital Improvement Programs (CIPs)
  • New water system design and permitting, including the development of preliminary technical reports (required by SB 1263)
  • Detailed design of critical infrastructure, including treatment, storage, pipelines, etc.
  • Technical/Engineering Reports and watershed sanitary surveys (WSSs) that meet DDW regulatory requirements
  • Operations Plans that meet DDW or County Local Primacy Agency (LPA) requirements, including, but not limited to, the following key attachments: water quality monitoring plans, bacteriological site sampling plans, and emergency notification plans
  • Engineering services during construction (ESDC) to support the implementation of designed infrastructure
  • Stakeholder and community engagement support, including facilitating public workshops and meetings
