Tanya Yurovsky, PE
Principal & Owner
Ms. Yurovsky has over 35 years of professional engineering experience overseeing water, wastewater, recycled water, and civil engineering projects. Ms. Yurovsky has managed capital projects that include: treatment plants, transmission pipelines, pump stations, storage reservoirs, water quality and disinfection projects, seismic reliability improvement projects and renewable energy studies. As Principal Engineer for Contra Costa Water District, she was responsible for development and execution of capital improvement projects involving a wide range of technical challenges; alternative analysis, and extensive coordination and permit negotiations with federal, state, and local agencies.

Lisa Pezzino, PE Principal Engineer
Ms. Pezzino has over 10 years of experience in civil and environmental engineering with research and professional concentrations in water system master planning, hydraulic modeling, water quality treatment analysis, operations and maintenance, water resource management, and regulatory and compliance support. Ms. Pezzino has worked with SFPUC on hydraulic modeling and treatment processes conceptual engineering. She has worked with other local public and private utilities on hydraulic modeling, analysis of treatment strategies, conservation analysis, recycled water planning, and related permitting and operational procedures.

Dale Newkirk, PE Water Treatment & Operations Specialist
Mr. Newkirk has over 35 years of experience and has worked extensively in the Water Industry in all aspects of water treatment, conveyance, water quality, regulations, and research and development. Mr. Newkirk is a well-recognized technical leader in California and nationally. His previous experience includes managing operations and maintenance functions for four large California water agencies including the Metropolitan Water District of Southern California, East Bay Municipal Utility District, San Francisco Public Utilities Commission and the Contra Costa Water District. His responsibilities included managing the water treatment plants, distribution system, and reservoirs. Under Mr. Newkirk’s technical leadership, he also managed the development of major preliminary design studies for 600 to 800 mgd WTPs for Metropolitan Water District. Mr. Newkirk holds the US Patent on using chlorine dioxide to limit bromate concentrations in ozone water treatment plants developed while at Contra Costa Water District. Mr. Newkirk is the past Co-program director for the Center of Affordable Technologies for Small Water Systems at UC Davis.
