Ms. Yurovsky has over 35 years of professional engineering experience overseeing water, wastewater, recycled water, and civil engineering projects. Ms. Yurovsky has managed capital projects that include: treatment plants, transmission pipelines, pump stations, storage reservoirs, water quality and disinfection projects, seismic reliability improvement projects and renewable energy studies. As Principal Engineer for Contra Costa Water District, she was responsible for development and execution of capital improvement projects involving a wide range of technical challenges; alternative analysis, and extensive coordination and permit negotiations with federal, state, and local agencies.
Ms. Pezzino has over 10 years of experience in civil and environmental engineering with research and professional concentrations in water system master planning, hydraulic modeling, water quality treatment analysis, operations and maintenance, water resource management, and regulatory and compliance support. Ms. Pezzino has worked with SFPUC on hydraulic modeling and treatment processes conceptual engineering. She has worked with other local public and private utilities on hydraulic modeling, analysis of treatment strategies, conservation analysis, recycled water planning, and related permitting and operational procedures.
Mr. Monahan offers over 30 years of design and construction management experience in the water and wastewater industry. He has extensive experience managing pre-design and evaluation studies, infrastructure condition assessment and asset management programs, design of new and retrofit facilities, and construction management. He has provided peer review for various studies and design projects. He has managed pre-design studies and final design projects for water pump stations, transmission pipelines, and wastewater treatment process improvements. Mr. Monahan continues to manage both technical and financial aspects of a broad range of water and wastewater infrastructure projects from initial concept through construction and startup, and assists with capital improvement program and budget development for public agencies. Mr. Monahan has successfully acted as construction manager for several water and sewer pipeline projects and continues to provide specialized service managing rehabilitation projects from planning and design through construction.
Ms. Lefkowitz has over 10 years of experience managing water resources projects for a diverse set of clients and partners throughout the US. Her experience includes watershed planning, integrated water resource management, hydrologic modeling and analysis, surface water quality modeling and analysis, surface water monitoring and data management, and stormwater management. Ms. Lefkowitz has combined traditional engineering methods with innovative analysis and implementation strategies to plan, design, and deliver surface water management solutions in an evolving regulatory environment. She is practiced and knowledgeable in permitting requirements and inter-agency coordination for project implementation.
Mr. Sneed has over 20 years of experience in the water and wastewater industry with extensive experience in the design of water infrastructure and wastewater treatment plants. A proven project manager, Mr. Sneed has managed infrastructure projects including water lines, sewers, booster pump stations, and wells. He has successfully guided several high profile projects through design and construction whilst maintaining budgets and schedules. Mr. Sneed also offers further specialization in the design of lifts stations, sewers, water mains, and booster pump stations. He is experienced in performing hydraulics calculations for sizing sewers, water mains and booster stations. He is also experienced with pump station design, wet well sizing, and force main design.
Mr. Newkirk has over 35 years of experience and has worked extensively in the Water Industry in all aspects of water treatment, conveyance, water quality, regulations, and research and development. Mr. Newkirk is a well-recognized technical leader in California and nationally. His previous experience includes managing operations and maintenance functions for four large California water agencies including the Metropolitan Water District of Southern California, East Bay Municipal Utility District, San Francisco Public Utilities Commission and the Contra Costa Water District. His responsibilities included managing the water treatment plants, distribution system, and reservoirs. Under Mr. Newkirk’s technical leadership, he also managed the development of major preliminary design studies for 600 to 800 mgd WTPs for Metropolitan Water District. Mr. Newkirk holds the US Patent on using chlorine dioxide to limit bromate concentrations in ozone water treatment plants developed while at Contra Costa Water District. Mr. Newkirk is the past Co-program director for the Center of Affordable Technologies for Small Water Systems at UC Davis.
